Tiwi’s Villanueva Signed EO to Institutionalize LGU’s Support to BSP

It was another milestone for the Boy Scout of the Philippines (BSP)– Coro-Coro Scouting Unit as they embraced Community-Based Scouting, being the first in the Province of Albay.

Hon. Jaime C. Villanueva, Tiwi Municipality Mayor adopted the Department of Interior and Local Government (DILG) Memorandum No. 11, s. of 2018 through Executive Order No. 12, s. of 2021 entitled “An Order Institutionalizing the Commitment of Support of the Local Government Unit of Tiwi to the Boy Scouts of the Philippines and its Local Council”, establishing the said Barangay Scouting in Coro-Coro.


Scout Leader Jubille Marlourd Diaz Lucena, Ten Outstanding Boy Scouts (TOBS) 2017 shared to Amateur Media Association of Philippine Scouts (AMAPS) the impact of the said Executive Order through an online interview.
“Malaki ang significance, yung maging ambag, yung magiging epekto ng Executive Order na ito sa pagpapatakbo natin ng Community Based Scouting dahil ito nga yung una dito sa Probinsya ng Albay at ito ang magsisilbing model sa ibang LGUs, hindi Lang dito sa Albay, sa Bicol kundi sa buong Pilipinas.” Lucena said.

This initiative can also be adopted by other units especially the COVID-19 pandemic is still in effect, wherein, some of us were not able to conduct province‐wide or even city-wide events and programs.

“…pwedeng gayahin ng iba pang Communities na magkaroon ng Scouting Movement sa Barangay, dahil alam natin na tayo ay nasa ilalim ng pandemic… medyo impossible yung Scouting sa schools at least dito pinayagan tayo na sa loob ng Barangay kapag wala naman ditong cases possible parin yung scouting. Pangalawa, pagdating sa resources, pagdating sa finances may suporta tayo na makukuha sa kanila, maraming organisasyon under LGU na sumuporta tulad ng BFP, PNP at iba pa.”

He further added that it will not only benefit the said Barangay but also the whole Scouting Community even in schools.

It was initially disclosed that the Sangguniang Kabataan (SK) of the said Barangay serves as the Sponsoring Institution of Coro-Coro Scouting Unit and was the first to adopt the said DILG memo.
